Construction Underway for Two 1,000 MW Coal-Fired Power Units in Anhui

The Anhui Huainan Luohe Power Plant Phase IV project, comprising two 1,000 MW coal-fired power units, has officially entered its construction phase. The project marked a significant milestone with the pouring of the first concrete for the main plant building. Managed by China Energy Engineering Group Southwest Institute and constructed by Anhui Electric Power Construction Second Company and the Construction Group, this project represents a major step forward for energy infrastructure in the region.

Situated in Luozhen Town, Datong District, Huainan City, on the southern bank of the Huai River, the project is a key power source initiative for Anhui Province, with a total dynamic investment of 7.57 billion yuan. It is designed as a capacity replacement project, utilizing the site of the decommissioned Phase I units of the Luohe Power Plant and adjacent unused land. The project will feature high-capacity, ultra-supercritical 1,000 MW double-reheat coal-fired generating units, along with desulfurization, denitrification, and dust removal systems to promote clean, low-carbon, and efficient coal use.

The plant integrates advanced information technology with power generation processes to achieve intelligent, automated operations across production and management. It will incorporate capabilities for environmental and operational self-monitoring, proactive forecasting and early warning systems, auxiliary diagnostic support, and centralized command, making it a cutting-edge intelligent power facility.Strategically located near the Huainan coal base, the project will develop into a clean and efficient mine-mouth power station. Upon completion, it will deliver an annual electricity output of 10 billion kWh, enhancing the flexibility and openness of interregional power distribution. The project is expected to strengthen Anhui Province's role as a key UHV power hub in the Yangtze River Delta, improve energy utilization efficiency, and contribute significantly to the region’s high-quality economic development.
