The National Development and Reform Commission (NDRC) and the Ministry of Commerce (MOFCOM) recently published the "Catalogue of Industries Encouraging Foreign Investment (Draft for Public Comment)." The document outlines sectors and regions where foreign investment is welcomed, in line with China’s economic and social development needs. It includes two parts: the "National Catalogue of Industries Encouraging Foreign Investment" and the "Catalogue of Industries with Foreign Investment Advantages in the Central and Western Regions."
At the national level, the catalogue highlights the "Chemical Raw Materials and Chemical Products Manufacturing" sector, with a specific focus on encouraging the development, storage, transportation, and liquefaction of green hydrogen fuel production technologies. These include hydrogen production from chemical by-products, biological hydrogen production, and electrolysis of water using renewable energy sources. It also supports the production and storage/transportation of hydrogen for ammonia and methanol derived from renewable energy electrolysis of water.
In the central and western regions, foreign investment in hydrogen energy storage is a priority in provinces such as Shanxi, Inner Mongolia, Liaoning, and Heilongjiang. Other regions like Anhui, Liaoning, and Guangxi are also encouraged to invest in the manufacturing of hydrogen fuel cells for automotive components. Additionally, Liaoning promotes the development of integrated hydrogen production, storage, and refueling systems, while Guangxi is encouraged to invest in hydrogen processing and manufacturing. Hubei province focuses on the production of carbon fiber-wrapped hydrogen gas cylinders with plastic liners for automotive use.
The catalogue further highlights the "Electrical Machinery and Equipment Manufacturing" sector, encouraging the construction and operation of clean energy power stations, including onshore and offshore wind farms, hydrogen energy, geothermal, tidal, wave, current, and biomass energy. It also supports the development and operation of hydrogen refueling stations, as well as the construction of hydrogen production, storage, and transportation systems using new energy sources. In addition, the catalogue promotes the manufacturing and research of hydrogen energy application equipment.
